RST Senior Management Team
Allan Coffey, Chief Executive

Allan has worked in the NHS for 35 years, starting out as an assistant cashier in Westminster Hospital. He held many posts in finance and qualified as an accountant. He became a finance director of an NHS Trust in Wales in 1993 and held finance director posts for ten years before being appointed as Chief Executive of Monmouthshire Local Health Board in 2003. He was seconded to Hammersmith Hospitals NHS Trust in 2007 to help create Imperial College NHS Trust and the Academic Health Sciences Centre (AHSC). He was FT Project Director there before taking up his current post as Chief Executive of the RST in September 2010.
Anita Donley OBE, Medical Director

Dr Anita Donley OBE is a consultant physician in acute medicine at Plymouth Hospitals NHS Trust. As National Clinical Director for Venous Thromboembolism(VTE) at the Department of Health, Dr Donley oversaw the National VTE Prevention Programme - tasked by the NHS Medical Director Sir Bruce Keogh with the development and implementation of a comprehensive strategy for VTE prevention through continuing work with the NHS and a wide variety of national partners. Dr Donley chairs the Department of Health’s VTE Board with objectives which include implementation of the National Quality Board recommendations on VTE prevention. The former Chair of the Chief Medical Officer's Independent Expert Group on the prevention of VTE in hospitalised patients, Dr Donley is also the England CMO’s representative on the Human Genetics Commission. She has been closely involved with medical education and training throughout her career, including foundation of the Peninsula Medical School, as founder Board member and chair of the statutory training committee of the Postgraduate Medical Education and Training Board (PMETB), as a GMC associate and lead assessor for the GMC fitness to practice performance procedures.
Through her past work in the Royal College of Physicians, Dr Donley has served twice on Council of the RCP; she has contributed to national policy development and advice to Government on human nutrition and toxicity. Dr Donley was awarded an OBE for services to medicine in 2007.
Vanda Clarke, Chief Operating Officer

Vanda has extensive experience of delivery and implementation of a wide range of programmes within the NHS. Before joining the RST, Vanda worked within the Department of Health on the implementation of one of the Next Stage Reviews. Vanda is responsible for the day-to-day operating activities of the organisation.

Martin Shelly, Director of Implementation Support

Martin has been a GP in Leeds since 1987. Prior to joining the RST, he worked with the NHS Clinical Governance Support Team (CGST) on a range of quality issues since 2000, including supporting the introduction and development of appraisal and revalidation. Martin chaired the CGST Expert Group on Quality Assurance of Medical Appraisal and produced the Group’s report. He is a member of the RCGP Recertification Steering and Technical Groups. Martin’s previous roles include being Medical Director of the NHS Performance Support Team.
Ralph Critchley, Interim Director of Research and Quality Improvement

Ralph has experience working on a range of projects and policy areas in the Department of Health, including working on draft regulations and a public consultation on the role and responsibilities of responsible officers. Prior to working in health policy, Ralph worked in the private sector, introducing information management techniques to streamline and rationalise administrative systems on large scale construction projects.
